What Is the Australia Subclass 491 Visa?
The Skilled Work Regional (Provisional) visa (subclass 491) is designed for eligible skilled workers who want to live and work in regional Australia.
The visa can be pursued through nomination by an Australian state or territory government or, in certain circumstances, sponsorship by an eligible family member.
For applicants receiving state or territory nomination, the process generally involves preparing an Expression of Interest (EOI), meeting the applicable nomination requirements and, if invited, proceeding with the visa application.
The Department of Home Affairs states that an EOI is required before an applicant can be invited to apply for a subclass 491 visa. Applicants can include their English test and skills assessment information in their EOI.
Northern Territory 491 Nomination for Offshore Applicants
The Northern Territory is one of Australia’s territories participating in the skilled migration program.
For the 2026–27 General Skilled Migration program, the Northern Territory has received 1,000 nomination places for subclass 491, alongside 850 places for subclass 190, giving the NT a total allocation of 1,850 skilled migration nominations.
This provides an avenue for eligible skilled applicants whose occupation and circumstances align with the applicable Northern Territory nomination requirements.
However, nomination requirements can change, and applicants should always check the latest official criteria before relying on a particular pathway.
Hairdresser – A Skilled Occupation for Australian Migration
The occupation of Hairdresser falls within Australia’s skilled occupation framework, subject to the relevant occupation and visa requirements.
Applicants considering skilled migration should ensure that their actual qualifications, employment history and professional duties appropriately correspond with the nominated occupation.
A job title alone is generally not enough to establish eligibility. Supporting evidence and the relevant skills assessment requirements need to be considered as part of the overall application.
Australia’s skilled migration occupation arrangements vary according to visa subclass and applicable occupation lists. The Department of Home Affairs notes that skilled visa applicants need to work in an eligible skilled occupation and that regional visa programs can provide access to a broader range of occupations.
Why Is a State Nomination Important?
A state or territory nomination can provide an eligible skilled applicant with an opportunity to pursue a nominated skilled migration pathway.
For subclass 491, the nomination is associated with Australia’s regional migration framework. Successful applicants are expected to live and work in regional Australia in accordance with their visa conditions.
It is important to understand that receiving a state nomination is not the same as receiving a visa grant. After nomination and invitation, applicants still need to lodge the relevant visa application and satisfy the Department of Home Affairs’ requirements.
The Department of Home Affairs confirms that applicants who receive an invitation to apply for a skilled visa have 60 days from the date of invitation to submit their visa application.
